NHTSA's summary

As NHTSA's Office of Defects Investigation wrote it for Preliminary Evaluation PE16-002.

This Preliminary Evaluation (PE) was opened on February 25, 2016 after ODI received 20 complaints alleging MY 2013-14 Husqvarna TR650 motorcycles were stalling while underway.

Four of the complaints alleged low speed crashes occurred as a result.

Following the opening of this investigation, and discussions with Husqvarna, the company decided to conduct a safety-related recall addressing the stalling problem and has filed a part 573 defect information report (DIR) on March 1, 2016.

At the time the company was still searching for an effective remedy. As of May 10, 2016, 39 relevant complaints, six involving incidents (including one crash) have been reported.

To remedy the problem, the subject vehicles' engine control software will be updated to address fuel delivery mapping.

With Husqvarna's recall, this investigation is closed.

What an NHTSA investigation is

NHTSA's Office of Defects Investigation (ODI) looks into possible safety defects in vehicles and equipment, often after owner complaints. An investigation usually starts as a Preliminary Evaluation, or as a Recall Query when it concerns whether an existing recall covers the right vehicles or fixes the problem, and ODI can upgrade it to a more detailed Engineering Analysis. A Defect Petition asks NHTSA to open an investigation, and Audit and Equipment Queries are administrative investigations into whether companies complied with federal vehicle safety requirements, such as reporting, recall and certification rules.

An open investigation is not a finding that a safety defect exists, and NHTSA can close one without a recall.
