NHTSA's summary
As NHTSA's Office of Defects Investigation wrote it for Preliminary Evaluation PE03-019.
THIS PE WAS OPENED BASED ON FOUR ODI COMPLAINTS THAT THE STEERING WHEEL OVERHEATS. VW HAS SHOWN THAT MOISTURE AND PRESPIRATION PERMEATE THE STEERING WHEEL COVER CAUSING THE HEATING ELEMENT TO CORRODE.THIS CORROSION MAY CAUSE A SMALL, LOCALIZED AREA OF THE STEERING WHEEL TO EXPERIENCE A BRIEF DURATION OF OVERHEATING.THERE ARE NO REPORTS OF THE STEERING WHEEL SUSTAINING COMBUSTION. THE INVESTIGATION HAS FOUND NO OCCURRENCES OF SEVERE BURNING AND NO CONSUMERS REQUIRED MEDICAL ATTENTION. A SAFETY-RELATED DEFECT HAS NOT BEEN IDENTIFIED AT THIS TIME AND FURTHER USE OF AGENCY RESOURCES DOES NOT APPEAR TO BE WARRANTED.ACCORDINGLY THIS INVESTIGATION IS CLOSED.THE CLOSING OF THIS INVESTIGATION DOES NOT CONSTITUTE A FINDING BY NHTSA THAT NO SAFETY-RELATED DEFECT EXISTS.THE AGENCY RESERVES THE RIGHT TO TAKE FURTHER ACTION IF WARRANTED BY THE CIRCUMSTANCES.

All Audi recallsWhat an NHTSA investigation is
NHTSA's Office of Defects Investigation (ODI) looks into possible safety defects in vehicles and equipment, often after owner complaints. An investigation usually starts as a Preliminary Evaluation, or as a Recall Query when it concerns whether an existing recall covers the right vehicles or fixes the problem, and ODI can upgrade it to a more detailed Engineering Analysis. A Defect Petition asks NHTSA to open an investigation, and Audit and Equipment Queries are administrative investigations into whether companies complied with federal vehicle safety requirements, such as reporting, recall and certification rules.
An open investigation is not a finding that a safety defect exists, and NHTSA can close one without a recall.
